As a member of the Cancer Institute senior management team, the Vice President will participate in system-wide operational decision-making processes necessary to maintain the mission of the Cancer Program. All functions of this position will be in support of the delivery of quality cancer care and achievement of a world class cancer center. He/she will provide leadership for the vision and strategic plan of the program. In the absence of the Institute President, the Vice President may be required to interpret the Cancer Institute’s policies and provide guidance. The Vice President must maintain awareness of changes in healthcare matters that could have an impact on the success of the Cancer Program.


Strategic Direction and Planning

  • Serves as a leading member of the Cancer Program executive team and as such assures an integrated relationship exists between the Cancer Institute and corporate support services.
  • Manages the day-to-day operations of the Cancer Program, ensuring that the quality of care and patient satisfaction are exceptional (top 10th percentile per national benchmarks) while ensuring cost effectiveness is maintained.
  • With the appropriate reporting executives, executes the Cancer Program’s strategic plan so that the service, quality, financial, employee and growth goals are realized as articulated in the plan.
  • Assisting with or fully coordinating system-wide facility and program planning budget preparation and policy formation for the Cancer Program.
  • Assisting in the planning of new services that will generate additional sources of profitable revenue.
  • Assisting in managing costs by continually seeking data that will identify opportunities and take action to eliminate non-value costs in conjunction with the Cancer Program CFO and CNO.
  • Participating in the Cancer Institute’s monthly operation reviews as well as participating in corporate office meetings as necessary.
  • Prepares and ensures the execution of the Cancer Program’s annual operating budget in cooperation with the Institute President, and the operational executives at the Cancer Institute, subject to system approvals.
  • Analyzes key financial and operating statistics to determine key trends and opportunities for improvement and implement action plans to address any variances.
  • Develops and recommends approval of the Capital Budget, working closely with the Institute President, Medical Staff and other members of the Cancer Program’s senior executive team.
  • Ensures that the Cancer Institute is compliant with state and national regulations and standards of care, including those of The Joint Commission and others.
  • Completion of specific administrative projects, functions and departments as assigned by the Institute President.
  • Manages the annual update of this plan and develops corresponding capital and operational budgets required to support the Institute.
  • Identifies business growth opportunities and forecasts the general economic outlook of the Institute on an annual basis.
  • Reviews reports to analyze projections of patient revenue and profit against actual figures, budgeted expenses against final totals, and suggests methods of improving the planning process as appropriate.
  • Studies long-range economic trends and projects cancer institute prospects for future growth in overall patient revenue, market share, and opportunities for acquisitions or expansion into new service areas. Estimates requirements for capital, land, buildings, and an increase in the work force.

Directing/ Relationship Management
  • Designs the administrative structure of departments assigned to maximize productivity and quality, while delegating authority appropriately.
  • Ensures that safety, health and regulatory standards are attained in the departments assigned (JCAHO, CAP, etc.)
  • Establish and maintain good relationships with third party payors and participate in negotiations with third party payors
  • Maintain good relationships with hospital, referring physicians, and other contracted medical staff.
  • Assist in the development and maintenance of ongoing relationships between practicing oncologists and referring physicians through direct and indirect efforts;
  • Collaborate with management staff and legal counsel to negotiate organizational and/or financial partnerships;
  • Oversee/manage collaborative internal and external relationships.

  • Ensures that a quality management/performance improvement program is implemented to measure and maximize actual performance against established standards.
  • Measures actual budgetary performance (revenue, expense, staffing) against standards set by the organization and monitors profitability trends for all services.
  • Monitors physician practice patterns and intervenes to increase utilization, reduce costs and to enhance reimbursement.
  • Provides leadership and guidance in the development and implementation of systems to control and reduce costs and to optimize reimbursement for each service.
  • Holds leaders accountable for achieving Cancer Institute targeted Employee Engagement scores.
  • Holds leaders accountable for obtaining Cancer Institute targeted physician satisfaction scores, Quality and Patient Safety goals and patient satisfaction results.
  • Responsible for hiring motivated and compassionate professionals to manage clinical operations.
  • Responsible for development of personnel position descriptions and staff performance review process.
  • Oversee risk management programs and ensure that policies and procedures are followed.
  • Analyzes operations to pinpoint opportunities and areas that need to be reorganized, down-sized, or eliminated.
  • Ensures qualified, competent staffing, space, equipment and other resources are available to meet the scope of services available. Organizes outpatient oncology services through the selection and development of directors/managers, orderly organizational design and monitoring of outcomes.


  • Master’s degree in Healthcare Administration or Business Administration with healthcare concentration required.


  • Minimum 5 years recent oncology care management experience, preferably in an ambulatory care center environment required.
  • Leadership experience in one or more of the following accredited programs preferred:
  • Comprehensive Community Cancer Program (CCCP)
  • Integrated Network Cancer Program (INCP)
  • Must have proven ability to establish and maintain effective working relationships with physicians, staff and community.
  • Strong planning, financial and communication skills.
  • Ability to maintain confidential information concerning persona, financial or medical matters.
  • Must have knowledge of technical and professional skills, management general principles of human resource management, labor relations and health care/cancer care economics.
  • Maintain expertise in the areas of radiation therapy and medical oncology reimbursements, clinical trial involvement, equipment procurement, American College of Surgeon requirements, cancer program strategic plan development, and any other issues involving the continue development of the cancer Institute
